Emissary of the Lubavitcher Rebbe — Rabbi Shmuel Fortman Hapartzy

Rabbi Shmuel Fortman Hapartzy leads the religious community of Russian-speaking residents in Bat Yam. He is a certified dayan (rabbinical judge) with special expertise in resolving financial and family disputes, marriage and divorce matters, and practical rulings in Shabbat law. He brings many years of teaching experience, along with more than 30 years in the technology field as a multi-technology systems architect.

From 2010 to 2020, the rabbi and his wife led a Beit Chabad in Neve Sha'anan, one of Israel’s most challenging areas, often referred to as "the branch in hell." In 2020, at the request of Bat Yam’s chief emissary Rabbi Zimroni Tzik and with the blessing of the Rebbe King Moshiach, the family moved to Bat Yam and dedicated themselves fully to community work with Russian- and Ukrainian-speaking families.
